Review:

Tim: What a lackluster, mediocre film. There isn't anything really bad, but nothing good, either. The movie just decides to plod along on its path, never striving to be more than just another cop film.

Wesley Snipes is just an ordinary forgettable cop. His character is not special or different from any of the countless other cops in various action thrillers. He is tracking down two dipshit criminals that don't make a difference to us either way. Sure, the movie goes to some length to humanize Dennis Hopper, but it never really works. So, we're left with a hero we can't really root for, bent on some revenge mission we don't care about, going after two criminals not worth our time. What a movie.

Hopper gets a lot of screentime and is at least more multidimensional than most screen villains. His relationship with his estranged wife is at least somewhat different, although not especially interesting. The scene at the end when she arrives at the Palace is decently interesting.

This is the type of seen-it-before action flick that spoils the genre. Sure, a great deal of drama is thrown in, but it is not done well. The movie won't necessarily bore you to death, but will keep you mildly interested, even if you don't have to pay too much attention to what is happening on screen. My advice to you is to skip this film. Life is too short for you to waste your time on crap like this. You can do much, much better, and you'll be better off by either watching an old reliable again, or going elsewhere for new entertainment.
